Postdisaster Temporary Housing in Iran: A Qualitative Study of Processes and Technologies

As a natural disaster-prone country, Iran experiences intensive earthquakes, claiming lives and damaging properties. During postdisaster recovery phases, the Iranian government, with the help of relief agencies, provides transitional shelters to the affected communities. For the beneficiaries, temporary houses are vital for reclaiming security and safely commencing daily activities. On the other hand, governments consider temporary housing a costly and time-consuming process that leads to negative social and environmental impacts if not correctly planned and managed. In the past two decades, depending on multiple factors, various shelter models and construction approaches have been provided and used locally. Some of those approaches use temporary houses; others provide emergency shelters followed directly by permanent houses. When provided, the temporary housing models depend on the available spaces or, in many cases, utilize prefabricated or built-on-site technologies on campsites or decentralized layouts for the temporary units. This study investigates the processes and technologies used in the last two decades in seven major shelter projects. A comparison between the studied reconstruction projects is conducted to review the different factors, technologies, and approaches to highlight lessons learned toward a thriving future recovery. The study findings show that the prefabricated sandwich panel units are the most used temporary housing solution in the mentioned period. It also reveals that these units have not been reused for future postdisaster housing purposes in most cases. This study is based on secondary information on seven significant disaster recovery projects in Iran, and further study can be conducted using primary data.
