Financial Resource Mobilization of Gazipur City Corporation: Analysis of Empirical Findings

摘要

In the previous chapter, we discussed the current status of finances in Dhaka North City Corporation with respect to their sources of revenues and the expenditures they are incurring on service delivery. This chapter also focuses on the same things in the empirical context of Gazipur City Corporation (GCC). The objective of this chapter is to assess the fiscal capacities of the urban local government. This chapter has also made the case from the GCC that the central government clearly controls a large portion of the current urban government structure, finance, and other things which has undermined its ability to function. The empirical findings of this chapter reveal that the resource mobilizing scenario (generation and allocation of revenue) of City Corporation over the past five consecutive years is not satisfactory. Examining those year-based scenarios along with the history of CC, existing legislation and authoritative power in managing local finance or mobilizing local resources has brought us some major institutional and ethical challenges in the path of effective and sustainable resource mobilization process.
