摘要

This chapter is to assess the current status of finances in Dhaka North City Corporation with respect to their sources of revenues and the expenditures they are incurring on service delivery. The objective of this chapter is to assess the fiscal capacities of the urban local government from the empirical perspective. The empirical evidence that this chapter has made the case from the DNCC is that the central government clearly controls a large portion of the current urban government structure, finance, and other things which has undermined its ability to function. Urban bodies have little budgetary resources. Moreover, the skill levels of public employees, the sufficiency of local resources, and the dedication and willingness of local government institutions and their staff all contribute to the ability to offer services. Actions that are most easily postponed are often delayed by budgetary constraints, particularly when there are significant financial ramifications. Urban governments frequently put off facility upkeep, which reduces their ability to provide services. All CCs must focus especially on enhancing revenue management in this situation. Therefore, the revenue-service relationship between citizens and governments is essential to promoting increased.
