In order to better adapt to the development opportunities of the digital economy (DE) era, promote sustained economic growth and improve production efficiency, it is urgent to adjust the industrial structure. This article constructs a measurement index system for the development level of China's DE, including four dimensions: “digital infrastructure”, “digital industrialization”, “industrial digitization”, and “digital innovation”. This article adopts a deep reinforcement learning (DRL) big data intelligent decision-making model to make DE decisions at four levels: labor, capital, technology, and advanced management experience. In terms of financial investment, the big data intelligent decision-making method of deep reinforcement learning is adopted. Before adopting the big data intelligent decision-making method of DRL, the financial investment was only 625000 yuan, and after adopting it, the amount reached 18.611 million yuan.
