Even as the goals of poverty alleviationPoverty alleviation and women’s empowerment continue to pose challenges, the strategies for their accomplishmentAccomplishment have been ever-changing. DAY-NRLM (here onwards NRLMNational Rural Livelihood Mission (NRLM)), the flagship programme of the Government of India (GoI) with similar goals as above, has identified building collectivesCollectives of poorPoor women as the possible approach towards attaining its goals (Government of India 2011:10–11). Such a strategy has been deemed necessary as it supposedly enables women to channel their innate strengths and foster an integratedIntegrated approach for effective livelihood promotionLivelihoodlivelihood promotion, especially in an era of neoliberalNeoliberal reforms. At the core of the network of collectivesCollectives visualised is the archetypal three-tier structureThree-tier structure of self-help groups (SHGs), village organisation (VOVillage Organisation (VO)), and federations for building the necessary links, vertically and horizontally, for livelihood enhancementLivelihoodlivelihood enhancement of the members. While the poorPoor are universally mobilised into SHGs, the SHGs themselves are further integratedIntegrated into higher-level collectivesCollectives.
