ASEAN as a regional cooperation plays a pivotal role in disaster management and emergency response. Two decades after the Indian Ocean tsunami which hit Indonesia the most, ASEAN has shown its immediate collective responses and has continued to evolve in the humanitarian landscape and natural disaster management ever since. There have been key progresses in strengthening cooperation and collective action to respond effectively to disaster, particularly following the adoption of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) in 2005 and entered into force in 2009, the establishment of the ASEAN Committee on Disaster Management in 2003 as well as. Strengthening the AHA Centre’s role as the main coordinating body for disaster management, and realizing the vision of ‘One ASEAN One Response is crucial. Despite this progress, however, ASEAN still faces many challenges to effectively respond to tsunami disasters. This chapter will examine opportunities to strengthen tsunami disaster risk management in ASEAN through 3 key factors, as outlined in the ASEAN Vision 2025 on Disaster Management, namely (i) institutions, (ii) finance and resource mobilization, and (ii) partnership and innovations at the regional. We find that current institutional arrangements recognize the need for multi-layer and cross-sectoral governance approach, but the implementation is still in infancy. The current financial and resource mobilization is not adequate to respond to the more complex, multi-faceted, and multi-characteristic nature of climate change-related disasters and the future humanitarian landscape. Moreover, there is still a gap in partnership in ASEAN in building its holistic partnerships from the international, regional, and local levels including public and private sectors, and the people. The paper recommends that ASEAN focus its future approaches for tsunami disaster risk reduction and other major disasters on partnerships, and to strengthen innovations at the regional and local levels.
