This study aims to compare risk mitigation strategies for mangrove parks as an ecotourism program in Batam and Bintan. Mangrove Park focuses on preserving the mangrove environment while providing economic and social benefits to local communities. In this study, we analyzed the various risks faced by mangrove ecotourism in both locations, including environmental, social, economic, and technical risks. In Batam, the mitigation strategies implemented include the development of sustainable mangrove ecotourism with risk management that is carried out through systematic risk identification and mitigation, including protecting mangrove habitats from damage, educating visitors, and actively participating local communities in ecotourism management. In Bintan, risk mitigation strategies also include environmental risk management through mangrove forest protection and rehabilitation, managing visitor numbers, and developing environmentally friendly infrastructure. Social risks are addressed by involving local communities in every aspect of planning and management and creating sustainable alternative economic opportunities. In addition, income diversification and collaboration with the private sector are key to improving the financial sustainability of mangrove ecotourism projects. Data analysis and reference source collection indicate that both locations have unique challenges and risks. Still, mitigation strategies implemented can provide long-term benefits to the environment, community, and local economy. The vast mangrove forests in Bintan offer excellent opportunities to attract tourists, but they also face the risk of mangrove deforestation and structural social changes. In Batam, mangrove ecotourism has had a potent impact on environmental sustainability and the welfare of the inhabitants, although efforts to protect habitats and education are still needed. This study highlights the importance of comprehensive and sustainable risk mitigation strategies in developing mangrove ecotourism in Batam and Bintan. A holistic approach involving stakeholders such as local communities, government, and private entities is crucial for mangrove ecotourism’s success and long-term sustainability—projects in both locations. Thus, mangrove ecotourism can conserve the natural environment and improve the welfare of local communities and the economy sustainably.
