This study introduces a pioneering knowledge service framework designed to bridge the gap between the abundance of information and the scarcity of actionable knowledge in the natural resource survey and monitoring sector in the Qinling region. The framework is designed to significantly improve the utility of survey and monitoring data in decision-making processes through natural resource analysis and assessment knowledge services. The paper first establishes a comprehensive knowledge system that intricately integrates various dimensions, such as geographic characteristics, resource conditions, human activities, and spatial control, to provide a comprehensive view of the characteristics, conditions, and evolutionary trends of natural resources. The study then develops a scenario-oriented knowledge hypergraph model to support decision-making in natural resource management. This model uses hypergraph theory to highlight the complex connections and synergies among knowledge elements within different scenarios. The study concludes with the development of a knowledge service system specifically curated for management applications, introducing a suite of services including knowledge visualization, thematic knowledge, knowledge search functionalities, and an interactive knowledge Q&A. These features are designed to precisely meet the users’ needs and provide customized knowledge recommendations. The results of the study validate the viability of the proposed knowledge service framework and highlight its potential for practical implementation. In conclusion, this research not only extends the theoretical underpinnings of knowledge services, but also presents a case study that illustrates the application of knowledge services in strengthening decision support for ecological balance and sustainable development within the region.
