While there is a plethora of literature on technology transfer (or spin-out), there is a paucity of studies on technology transition. Chapter 7 considers a technology shift among nations as an important component of OECD. This chapter reexamines the technology shift from the development of military innovations. Military industry needs very advanced technology and it needs the technology shift between a large public organization (e.g., US DoD: Department of Defense and EPA: Environmental Protection Agency) and their supporting subsidiaries. The technology transfer among subsidiaries is very important for maintaining strong military power. We may classify technology in the same category between the two chapters (Chap. 7 : ESG and SDGs in OECD as well as this chapter: US military industry), but both are under different surroundings (e.g., different purposes and different industrial structures). In the end of this chapter, we compare the technology shift for ecology in OECD nations with that of military in the USA to understand the importance of technology transfer for global sustainability development. To attain the research purpose, we propose a new use of DEA which incorporates two-stage processes in the formulation. An important feature of the model is that it has “a time lag” to express a technology transfer process. The US military application on the technology transfer, compared with the ecological development in OECD nations in Chap. 7 , provides us with new policy implications (e.g., strengths and limitations) for international cooperation on ESG and SGDs developments.
