Assessment of Climate Change Adaptation Measures for Pluvial Flooding

This chapter quantitatively assesses the effectiveness of four adaptation measures in reducing pluvial flood damage: improving the maintenance level of inland water drainage facilities, converting buildings to piloti buildings, installing flood prevention plates, and implementing paddy field dams, both individually and in combination. Under the baseline climate, the amount of pluvial flood damage across Japan will reduce by 52.8%–53.2% through the improvement in the maintenance level of inland water drainage facilities, by 47.9%–55.5% through the conversion of buildings to piloti buildings, by 8.9%–16.2% with the installation of flood prevention plates, and by 3.0%–5.7% through the implementation of paddy field dams. However, not all prefectures will benefit equally under future climate scenarios, as represented by Representative Concentration Pathway (RCP) 2.6 and RCP 8.5. Even with all four adaptation measures adopted, 5 out of 47 prefectures under RCP 2.6 and 17 out of 47 under RCP 8.5 are projected to experience pluvial flood damage levels higher than those under the baseline climate.
