Inclined geosynchronous orbits with small inclinations can enhance safeguard capability and reduce propellant consumption of high-orbit satellites. This paper focuses on the orbit plane control of inclined geosynchronous satellite. Firstly, the dynamic model of inclination vector perturbation is established. The daily average variation of inclination vector is derived and the inclination out-of-tolerance index is computed. Then, an orbit plane control strategy of inclined geosynchronous satellite is developed, combining the active control and passive drift so as to meet the orbit plane control requirement in the entire working life. The velocity increment of active control is minimized by use of particle swarm optimization (PSO) algorithm for the purpose of reducing propellant consumption. Finally, the effectiveness of the orbit plane control strategy proposed in this paper is verified by numerical simulations.
