The design of a BeiDou surveillance (BDS) system for civil aircraft based on BeiDou short messages has been studied. To address the BeiDou short message capacity limit and low real-time performance in transmission, a improved BeiDou short message solution based on aircraft operational status, critical status parameters and priorities is proposed. The interference of BeiDou surveillance system and the Iridium communication system is solved by designing a electromagnetic compatibility BeiDou surveillance architecture through the Iridium communication suppression strategy. To show the effectiveness of the proposed BeiDou short message transmission format and the electromagnetic compatibility system, the function and performance of the BeiDou surveillance system were verified through the flight test on a typical civil aircraft. The flight test data show that the BeiDou surveillance system can provide feasible periodic positioning monitoring services for civil aircraft, and can significantly improve the performance of RNSS (Radio Navigation Satellite System) and RDSS (Radio Determination Satellite Service).
