Offshore wind turbine certification is a basic requirement for the turbine design and manufacturing industry. In the design and manufacturing process, according to relevant standards, a complete certification can supervise and control the entire process, thus guiding the healthy development of the industry (Wu and Li in Design of offshore wind turbines [M], Chemical Industry Press, Beijing, 2011). Offshore wind turbine certification originated in Denmark. In 1983, Denmark implemented significant policies to encourage and support wind power, which led to the rapid expansion of its wind power industry. For a time, there was a proliferation of wind power technologies and equipment. To ensure the safe and stable operation of wind turbines, the Danish government invested heavily in supporting certification research, aiming to control the quality of wind turbine products and improve the reliability of wind turbine operation. These efforts did help regulate the wind power market further and promote the healthy and stable development of the industry (Fang and Song in Yizhong Technology 3:71–74, 2013). Certification standards were first applied to onshore turbines even earlier with good results. However, unlike onshore turbines, offshore wind turbines face tougher external environmental conditions such as high salt fog, thunderstorms, typhoons, etc., and the hydrogeological conditions of different sea areas also differ significantly, which makes the assessment and certification more complex. Therefore, establishing regulations suitable for offshore turbines is crucial for the development of offshore wind power.
