Analyzing Governments’ Policies on Disaster Risk Management in the Borobudur Cultural Heritage Region, Central Java, Indonesia

The Borobudur region is rich in cultural heritage, and its assets are more than the three Buddhist temples (Borobudur, Pawon, and Mendhut Temples). There are also various traditional house settlements, and how the people interact with nature is marvellous. That is why many tourists and researchers come and go to this region, and in 2019, it was assigned as a National Tourism Strategic Area of Indonesia. As a National Tourism Strategic Area, the governments prioritize this area, and all development will be implemented here as soon as possible. Their point of view is to emphasize the tourism aspect, if good management is established, it will have a positive impact. As predicted, the negative impacts were not considered to happen because of the unwell-prepared development. This is an urban development disaster; other disasters, such as volcanic eruptions, earthquakes, floods, and hurricanes, negatively impacted the Borobudur region. By analyzing various official documents, field observation, and conducting Focus Group Discussions with the community, governments, experts, and researchers to find the loopholes in government action, why that can happen, and how they formulate regulations, act, and manage it. As a result, it shows that the government already has a strategic action plan for each ministry to develop the Borobudur Region. However, they need coordination, which leads to ambiguity in regulations. Somehow, it also found that the government tried to change the original regulation to fight off their work. From another perspective, the government already has a good scheme for tackling such natural disasters. With all findings, it is acknowledged that the government should establish good coordination between each ministry involved in Borobudur Region to fulfil the needs of good Disaster Risk Management in this cultural heritage region of Borobudur.
