Urbanization is a prevailing phenomenon worldwide. Similarly, consequences of disasters resulting from hazards are observed on a global scale. Japan exhibits both occurrences as an archipelago situated along the Pacific Ring of Fire. Japan faces a heightened risk of geologic hazards, including earthquakes, volcanic eruptions, and resulting tsunamis. Additionally, the country is susceptible to hydro-meteorological hazards. The escalating global temperatures have contributed to the intensification of typhoons originating in the Pacific, leading to more frequent and severe impacts on Japan. In the midst of these challenges, Japan has undergone a process of extensive urbanization, with an urbanization rate of 91.7% as of 2021. Notably, land readjustment has played an essential role in Japan's urban development. Despite these vulnerabilities, Japan has distinguished itself with exceptional disaster management strategies that have garnered recognition from numerous nations. This research constitutes an exploratory investigation into the interplay between land readjustment practices and disaster resilience, drawing insights from case studies in Japan. This research employs a qualitative methodology, focusing primarily on an in-depth investigation through Key Informant Interviews (KII) and review of relevant literature. The core discussions within this study include the following themes: A review of the implementation of land readjustment in Japan; an enquiry on the role of land readjustment as disaster risk management tool within the Japanese context; and an exploration of potential lessons that the Philippines can draw from Japan's experiences with land readjustment, considering the shared characteristics in terms of geography, topography, and government structure. It provides valuable insights into the realm of policy, as well as strategies for its both developing and implementing. Further, policy formulation can be recommended for those readjustments that are not applicable due to lack of available policies in the Philippine context.
