The Philippines’ susceptibility to diverse disasters and their implications for national development necessitate integrating Climate Change Adaptation (CCA) and Disaster Risk Reduction (DRR) into policy, development plans, and governmental tools at all levels. Legislation like the Climate Change Act of 2009 and Disaster Risk Reduction and Management Act of 2010 underlines the critical role of CCA and DRR, particularly within local development planning, to address vulnerabilities and enhance disaster resilience. These policies enable Local Government Units (LGUs) to include CCA and DRR in their territorial development plans, conducting comprehensive risk assessments and implementing mitigation and adaptation measures. Recognizing the interplay between CCA, DRR, and Sustainable Development Goals (SDGs), it's clear that they mutually reinforce one another. The absence of CCA and DRR measures can impede SDG attainment. This study delves into the impact of mainstreaming CCA and DRR in local development planning on SDG achievement, specifically in Quezon City, Philippines. An extensive literature review, including documents like the Comprehensive Land Use Plan (CLUP), Comprehensive Development Plan (CDP), Local Disaster Risk Reduction and Management Plan (LDRRMP), and Local Climate Change Action Plan (LCCAP), examines how these initiatives contribute to the 17 SDGs. While the findings are specific to Quezon City, they have broader implications, particularly for LGUs facing climate and non-climate hazards and vulnerable populations. The findings and recommendations of this study are expected to have implications for the achievement of Sustainable Development Goals (SDGs) (especially, Goal 11—Sustainable Cities and Communities and Goal 13—Climate Action) related to climate action and resilient cities. Integrating CCA and DRR into local development planning is vital for community safety, especially in vulnerable areas like Quezon City, aligning with the city's SDGs.
