Selective Collection Points for Municipal Waste—An Element of Infrastructure from the Resident to the Municipality

Selective collection points (SCPs) for municipal waste (MW) as an integral element of the municipal waste management system (MWMS), can be effective tools for supporting the selective collection of municipal waste in municipalities. The current case study concerns SCP objects for MW in Białostocki county (Poland). Sixteen SCPs operate in 15 administrative municipalities of the selected county. The functioning of SCPs over 2014–2018 was assessed based on 10 guidelines, developed independently based on legal documents (acts, resolutions, regulations) and available literature on the subject. Additionally, spatial and topographic analyses were carried out to determine the ease of access to SCPs for municipal residents and to verify any possible damage caused by these points to the environment. The 10 basic guidelines included the existence of fencing, entrance gates, specific waste containers/bins, aggregate-construction waste places, monitoring, internal regulations, on-ramp weighing devices, crushers, sorting lines, and the frequency of organizing collections of large-sized waste during the year. According to the developed guidelines, only one municipality (Choroszcz) out of 15 carried out its local SCP function properly and flawlessly. In another 7 municipalities, their SCPs functioned acceptably. The SCP in Wasilków municipality scored the worst in terms of functioning assessment. It was found that in a few municipalities, their SCPs are located in protected areas—Natura 2000. Taking the above into account, it would be necessary to improve the functioning of some examined SCPs under the developed assessment. The practical importance of the reported results lies in implementing professional solutions to SCPs functioning in Poland.
