The Leading Experience in Reducing the Mismatch Between the Markets of Higher Education and Work in Regions of Russia Amid the Fourth Industrial Revolution

The Fourth Industrial Revolution leads to changes in not only the economy and the labour market but also society. Technological progress influences the level of employment and the structure of employment. Transitioning to a new technological mode leads to changes in science, the economy and the social sphere, which, in its turn, leads to transformation in the market of work and education. The importance of human capital development grows under modern conditions. High indicators of digitalization facilitate the growth of science intensity and competitiveness of the sectors of the economy, including the commodity sector. Their implementation requires the realization of the range of financial & economic, technological and personnel efforts with the participation of the government and subjects of the ICT infrastructure. In this research, we described the measures of public authorities of Russia’s regions in support of these subjects and determined the connection between these measures and the reduction of the divide between the markets of higher education and work. The novelty and originality of this paper lie in the determination of courses for support of the subjects of the ICT infrastructure in regions of Russia to reduce the analysed divide between the markets.
