Cyber resilience is a very important concept in modern society. Vulnerabilities usually come with serious risks for organisations and citizens. Using cyber risk models can lead to the development of protective measures and enhance preparedness of likely scenarios. Human factors play an important role in the complex dynamic processes involved, where also adaptivity is a crucial ingredient. This paper contributes a computational analysis from an adaptive dynamical system perspective of the digital landscape of The Hague municipality, focusing on the interaction between citizens and local government. The focus is on a case study for the pathway from DigiD to Parking. To assess the cybersecurity of the interaction, cyber deterrence through cyber controls is covered. An adaptive network model is introduced to model the adaptive dynamical system that describes the interaction. What-If analysis is addressed and based on this risk assessment is performed, from which recommendations have been obtained.
