Research of Key Technologies for Provincial Virtual Power Plant Control System to Meet the Real-Time Requirements of Regulation and Control

At present, Virtual power plants primarily aggregate distributed loads at the end of the grid, which is insufficient to meet the real-time requirements of dispatching. This article first analyzes the positioning of provincial-level Virtual power plants in the electricity market and the challenges they face in regulation and control. It then proposes a provincial-level VPP regulation framework that meets real-time regulation requirements and designs a communication solution based on 5G virtual private networks to carry out power control services. Furthermore, the article analyzes the characteristics of flexible resources suitable for direct provincial-level dispatching control and proposes a multi-timescale aggregation method for flexible resources aimed at direct dispatching control. Finally, through practical applications, the technical feasibility is verified. The aim of this article is to enhance the regulation performance of provincial-level Virtual power plants and provide support for the stable operation of the power system.
