Enhancing ‘Soft’ Infrastructure is Key to Southeast Asia’s Clean Electricity Transition

This chapter delves into the pivotal role of ‘soft’ infrastructure in Southeast Asia’s path to clean electricity. It highlights the need for more extensive reforms in such aspects as planning practices, project approval and procurement processes, regulatory frameworks, and market arrangements, as these are essential to creating an environment conducive to investment. It also emphasizes the complexities involved in implementing these reforms, especially when they touch upon politically sensitive areas. This dynamic often presents a chicken-and-egg dilemma, where governments prefer immediate outcomes over the aforementioned extensive reforms, despite causing investors to take a wait-and-see attitude or demand financial terms less favorable to host countries. To address this conundrum, the chapter proposes a project-oriented initiative focused on developing immediately viable renewables projects with project-specific policy support and international assistance and leveraging these projects for clean industry development.
