Firstly, Nanjing city. Historically it was known as Jianye, Jiankang and Jinling, Nanjing was renamed by Confucian scholar Zhu Sheng during the Ming Dynasty. Advising Emperor Zhu Yuanzhang, Zhu Sheng proposed the “nine-character policy” for establishing the capital: “Build high walls, accumulate grains widely, and delay in assuming the title of king.” This strategy, approved by Zhu Yuanzhang, guided the establishment of the capital city.
