Cultural Analysis of China’s IPRs Regime: Adaptation and Innovation

In the wake of the WIPO’s statement calling for developing IP cultures among its member states, Kamil Idris (1954– ), who was then the Director General, reiterated WIPO’s determination in the Medium-Term Plan for WIPO Program Activities—Vision and Strategic Direction of WIPO, indicating that every country would be encouraged to develop an IPRs culture appropriate to its needs by 2009, which may include, extensively but not exclusively, a focused national IPRs strategy, an integrated and indigenous national IPRs system and a nation-wide consensus (at both the policy-planning and grassroots levels) on the values of IPRs culture in promoting economic, social and cultural development. In response, China’s National Intellectual Property Administration (NIPA) launched a nationwide campaign promoting innovation and IPRs protection and declared 2007 the ‘Year of IP Culture’.
