Amid global climate change, nations have set emission targets. China’s “dual carbon” strategy aims for carbon peaking and neutrality, showcasing proactive climate governance and economic green transformation. This paper proposes scientific methods for achieving these goals, advocating a multifaceted approach beyond individual actions or carbon taxes/trading. It emphasizes China’s commitment to the “3060” targets, green development, and international cooperation. The paper clarifies carbon neutrality misconceptions, outlines six critical balances for the strategy, and proposes a five-step method for fundamental principles. An implementation road-map spanning short, medium, and long-term phases is developed. Furthermore, the potential of a mutual-aid economy as a future model is explored, suggesting it will evolve in the AI and carbon neutrality era. The study concludes that a mutual-aid economy represents the future of societal and technological development, offering a novel path to resolve conflicts like employment and carbon consumption rights through green carbon rights and digital currency exchange.
