It is crucial to consider the complexity, phasic nature, and dynamism of urban safety resilience across regions to develop an evaluative framework for coordinating urban safety resilience. The framework should adhere to scientific validity, system efficiency, and quantitative objectivity principles, mainly focusing on disaster prevention and reduction. The principles ensure that the indices are based on scientific principles, are efficient in computation, and can be measured objectively. They encompass various domains such as welfare, health, society, economy, environment, infrastructure, leadership, and planning.
