The world today faces the intertwined challenges of rapid urbanization and climate change. Urban areas, vulnerable to climate impacts, also exacerbate climate change through greenhouse gas emissions. Therefore, it is crucial to address climate change as an urban issue and formulate appropriate policies. Drawing on Nepal’s experience as a climate-vulnerable, rapidly urbanizing country, this chapter compares two primary approaches to urban climate change policymaking. The first approach integrates urban concerns into the broader climate change discourse, emphasizing understanding climate change’s implications on urban areas and identifying urban challenges within that context. While this approach provides access to global knowledge and international climate funds, there is a risk of overlooking urban nuances amidst broader climate goals. Conversely, the second approach embeds climate concerns within urban policymaking, integrating climate change strategies into urban policies. This approach acknowledges the distinct characteristics of urban areas, allowing targeted interventions. But there is a risk of compartmentalizing climate change as a secondary concern within urban planning, undermining broader climate change efforts. This chapter emphasizes the necessity of an integrated approach that balances urban concerns with climate goals. This entails incorporating climate considerations into urban planning while aligning urban policies with broader climate change efforts.
