Birth-death processes, in which death rate is independent of the population size, might have potential applications in various fields such as biology and telecommunications. This paper presents a finite state space birth-death process where the death rate is independent of the population size. In addition to this, it is assumed that the birth process is subject to temporary halts and resumptions thereafter. An explicit steady state distribution of the above process is obtained. Dependence of the average population size on various system parameters is studied numerically.
