Targeted poverty alleviation is a complex and systematic project involving all and every aspect of the economic and social development of poor areas and the production and life of poor people. It requires the joint participation of government departments, market players, social organizations and individuals. At the Poverty Reduction and Development Forum in 2015, President Xi Jinping stressed that “China will significantly increase input in poverty alleviation, introduce more policies and measures that will benefit poor areas and people to give full play to the strengths of the Chinese system.
