The twelfth Malaysia Plan (12th MP) outlined by the Malaysian government for 2021–2025 emphasizes the significance of digitalization, specifically through the implementation of Building Information Modeling (BIM) in the construction industry. Despite BIM’s introduction in 2007 and the government’s target of achieving an 80% implementation rate by 2025, its adoption among civil and structural (C&S) consultants remains limited. This chapter presents insights from a pilot survey involving 30 respondents, employing various statistical analyses such as validity, reliability tests, and factor analysis. The survey revealed significant obstacles to BIM adoption among C&S consultants, categorized into five themes: process, knowledge, policy, cost, and technology. To address these challenges, the chapter introduced the BIM Implementation Framework (BIMIF) for government building projects, adapted from the practices identified in Case Study A. This framework prioritizes a conventional contract approach, particularly during the design stage. Ultimately, this study aims to enhance the integration of BIM within Malaysian government projects through conventional contracts, thereby refining BIM-driven construction processes.
