In the modernization of grassroots governance, points-based management, as a “soft” governance tool, has become an innovative system that effectively shapes and cultivates intrinsic governance dynamics at the grassroots level. This system has performed well at the local level and has been encouraged and promoted at the central level. A thorough exploration of the historical evolution, basic connotations, and essential characteristics of points-based management is crucial for a more objective and comprehensive understanding and evaluation of this model, and will aid in analyzing the future direction and trends of the points system, contributing new ideas and strategies to the modernization of grassroots governance.
