Grid management is an important way to improve the effectiveness of grassroots governance. The report of the 20th National Congress of the Communist Party of China proposed measures “[t]o improve the grassroots governance platform with grid management, refined services, and information support, and to perfect the urban–rural community governance system,” which has important guiding significance for the modernization of the grassroots governance system and governance capabilities.
