Higher Education as Policy Design: State of the Art and Emerging Challenges

Taking a policy design perspective, this chapter discusses ways in which higher education policies in Singapore have been designed and implemented to support the government’s efforts in driving economic development. This includes an overview of the various policy instruments that make up Singapore’s higher education policy mix and discussions of how these instruments have contributed towards the attainment of the government’s policy goals and objectives. As the concluding chapter of this book, it summarises the key findings and core arguments that have been presented in previous chapters. Emerging issues and challenges faced by Singapore’s higher education system will also be discussed.
