Higher Education and Economic Development: Human Capital

Singapore’s approach to higher education policy has long been shaped by its efforts to drive economic development. This chapter will discuss this link between higher education and economic development by focusing on the role of role of higher education institutions in human capital development. In doing so, it delineates the roles that are played by higher education institutions, policymakers and industry players in ensuring that educational programmes and policy initiatives are appropriately designed to ensure a closer match between industry needs and graduates’ skills and capabilities.
