The uncertainty of their urban jobs as well as the high cost of living in the city ensure that they only travel to the city for specific assignments. This chapter notes the implications of these trends and calls for interventions that increase the possibility of non-agricultural opportunities emerging closer to the regions where workers are moving out of agriculture.
