Empowering Progress: The Interplay of Women’s Political Participation and Development Dynamics

The reciprocal nature of the relationship between various forms of development (economic, social, political) and women’s empowerment suggests a mutual influence and reinforcement between these factors. The amplification of women’s capacity to achieve various aspects of progress, including health, education, economic opportunity, rights, and political engagement, is indicative of women’s empowerment. Political engagement is crucial for promoting the empowerment of women. In 2010, in alignment with the Government of India’s actions, the Government of West Bengal mandated 50% reservation for women in the three-tier Panchayat system. The 2013 PRI (Panchayat Raj Institution) election saw the program implemented. The facets under consideration encompass two key aspects. Firstly, I examine the degree to which women actively participate in democratic and political decision-making processes in the form of their involvement in participatory planning and monitoring of local governance. Secondly, the focus will be on unraveling the complex dilemma surrounding the relationship between development and women’s empowerment. Specifically, it aims to investigate whether development serves as the catalyst for women’s empowerment or if it is the other way around. Based on the implemented reservation policy, it has been observed that a substantial number of women have been included in the political domain. The phenomenon being examined revolves around the vulnerabilities faced by women residing in rural areas within a well-established traditional value system, which is marked by limited personal autonomy and a lack of knowledge or understanding. Therefore, it is imperative to critically examine the effectiveness of women’s participation in Panchayati Raj Institutions.
