Climate Resilience as the Future Trend of City Planning, Case of Indian Cities

Climate-resilient city planning and infrastructure has the potential to improve the reliability of service provision, increase city lifespan and protect their people. City planning and climate resilience, both are interrelated and play a significant role in overall development of a settlement. Climate resilience is the preparedness capacity of a society to cope with hazardous and vulnerable impact of climate change. Urban development frequently substitutes concrete, impermeable surfaces for natural components, which can destroy and damage ecosystems, natural flows and processes (such as the cycles of water and nutrients), and biodiversity. Haphazard planning interventions such as large scale deforestation projects, illegal construction activities, hydropower projects along with change in land use (CLU) are few significant causes of climate change and urban disasters. The effects of climate change have highlighted the need for reinforced and integrated infrastructure system, particularly for those supporting vital city services related to ICTs, health, education, and transportation among others. For instance in case of Kedarnath and Joshimath, where both are hill towns of Uttarakhand, India which recently suffered climate crisis as cloudbursts, floods and land subsidence. As a result, anthropogenic causes are the major driver for all such incidents for which authorities and individuals at their own stage need to align their developmental activities towards climate resilience as a whole. For which globally organisations such as UN Climate Change Conference (UNCCC), UN Environments Programme (UNEP) and Inter-governmental panel of climate change (IPCC) are working to reduce the emissions and atmospheric factors causing climate change. The paper focuses on climate resilient planning taking the case of two vulnerable Indian cities affected with past tragedies. The research is carried out mainly based on secondary study and to understand the gaps in the climate resilient planning for cities that are impacted by catastrophes. The study approach includes prevention, government initiatives for disasters, causes, damage, impact and planning strategies to mitigate the damage caused by them. This paper will assist researchers and authorities in field of disaster and allied works.
