This chapter situates Penang within the broader framework of the Indian Ocean world, considering its geographical significance alongside the economic and political motivations that moulded various interests in the region. It then explores the roles of two key historical figures to unravel the intricate web of factors that led to the establishment of George Town in 1786. Particular focus is given to relationship between Francis Light and Sultan Abdullah Mukarram Shah of Kedah, ruler of the adjacent Malay polity. Light made compelling use of his long experience in Southeast Asia to act as an interlocutor and negotiator on behalf of the East India Company with the sultan, whose own circumstances played a crucial role in the British settlement’s founding.
