The nationwide closure of educational institutions in an attempt to contain the spread of the virus has impacted 90% of the world’s student population. Millions of school children worldwide are learning at home these days, and educators are striving to ensure that learning continues. Center for Education Policy Analysis research gives education leaders insights on how technological innovations are being used and how effective they are at helping to sustain student outcomes. Technological innovations are having a significant impact on sustainability of educational systems at all levels. The overall research aims to come up with an Innovative Technological Learning Management Model through piloting PSBA E-learning System. Thus, this research initially developed a Conceptual Framework (CF) to pilot the PSBA. The CF begins with the provision of an overview of PSBA, Manila existing E-learning System/Learning Management System (LMS). In this regard, CF first activity included exploring of conditions for the sustainable online/E-learning system that have adopted by PSBA to sustain education quality and to provide students and teachers an easy access amidst COVID-19 pandemic. The CF also provided another activity that looked at the perspective of the teachers and students in terms of their current capacity and its implications towards quality education through a continuous learning process using flexible learning modalities as instructed by the Commission on Higher Education i.e. CHED Memo No. 40 Series of 2020 such as availability of gadgets and internet connectivity. The CF’s final activity should be about the development primarily an Alpha Innovative Technological Learning Management Model (A-ITLMM) and resultant decision points to be considered for its policy formulation. The CF is very significant and once implemented, has the capacity to develop contingency plans and achieve Sustainable Development Goals using PSBA E-learning System/LMS, especially, Quality Education (SDGs Goal 4) and Sustainable Cities and Communities (SDGs Goal 11). The CF at present is in its dry run stage and the A-ITLMM and Beta versions will be released soon. In fact, it can be replicated with little modification in context to any local or international interested institutions.
