The Rejuvenation of degraded urban settlements at the coastal edge is an urgent agenda amidst the vulnerability of this region to climate change. Due to their geographical conditions, coastal areas are vulnerable to floods, tides, and sea level rise. Government policies and programs to improve the quality of settlements and infrastructure play a significant role in increasing the community resilience in coastal areas. Thus far, efforts to improve settlements have been carried out using a conventional approach from urban renewal to revitalization and from urban redevelopment to regeneration on either existing or relocated land. Despite the benefits of these programs, they also incur costs that must be borne by the community. This chapter identifies the role of floating strategies and assesses the extent of the development of a floating shelter on the coastal edge to minimize the costs of rejuvenation of these settlements. However, this opportunity has never been adequately studied, despite compelling floating technology innovations. Therefore, this study seeks to look at various opportunities and advantages, as well as barriers and challenges in the use of floating technology, especially in the form of floating shelters to support the implementation of urban rejuvenation programs at the coastal edge. Then we discuss the result against the effectiveness of the pro-poor shelter provision framework—scalability, habitability, affordability, accessibility, inclusivity, and adaptive transformation to climate change.
