Intrinsic and Existential Risks Associated with Emerging Security Threats from Dual-Use Technologies

Dual-use research concerning nuclear and chemical-biological agents and information technology is reported in this investigation. With the exponential emergence of technologies in such fields as nanotechnology, synthetic biology, neuroscience, electromagnetic field, data science, information technology, and advanced science convergence, the risk of dual-use has now become real, and quite complex to extricate benefits from its perceived and hybrid threat. Within the same context, artificial intelligence (AI) has altered the world around us and produced new capabilities and yet is now the subject of potential dual-use risk. Due to an open and free society, the same set of tools are available to our adversaries, who use the same technological tools for malicious objectives that we use in everyday practice, viz. education, e-commerce, entertainment, communication, and exercising democracy. Hence, in the new and complex security paradigm, the new technologies must be carefully examined, especially regarding their potential dual-use nature. This publication addresses the groundwork for developing ways to isolate benefits from risks associated with the intent to control dual-use technology proliferation, including the development of standards and ethics.
