Photovoltaic power generation with its green environmental protection and pollution-free, safe and sustainable, wide distribution of resources and other characteristics more and more attention by the country, and photovoltaic power generation location decision problem is one of the most important works in the process of photovoltaic power station construction. In this paper, a large number of relevant literature materials were consulted and collected to build a photovoltaic power generation project location decision index system. Secondly, the subjective and objective weights are determined via the network analysis method and the entropy weight method, respectively, and the combined weights are determined based on the decision makers’ preferences. Thirdly, in order to make the alternatives ranking more reasonable, the preference ranking organization methods for enrichment evaluations method (PROMETHEE) was used to sort the alternatives, and constructs the location decision framework of photovoltaic power generation projects. Finally, The Inner Mongolia region is selected for example analysis.
