摘要

Shanghai is the center of economy, finance, trade, shipping, science, and technology innovation of China, and agriculture has a small share in Shanghai’s economy. On the other hand, since reform and opening up, China’s urbanization process has been accelerated. A conflict between urban construction and protection of agricultural land has gradually intensified. Chinese government launched a series of policies such as “shopping basket program” and the redline of 120 million hectares to protect and promote agriculture development and guarantee supply of safe and diversified products. In urban construction, the government is paying more attention to sustainable development and promoting a people-oriented and environment-friendly approach for urbanization. In addition, a development goal of “Better City, Better Life” has been set in Shanghai Master Plan. In recent years, Shanghai has focused on community building, creating 15-min community life circles, and improving a mechanism for multi-stakeholder participation.
