Responsibility of Member States Towards Their Parties for an Internationally Wrongful Act of the Organization
摘要
The relationship between the responsibility of an international organization and the responsibility of its member States is considered in this chapter by focusing on the question whether the member States are responsible to innocent third parties for an internationally wrongful act of the organization. An insightful article by Sir Ian Brownlie is of great importance to the analysis of this complex issue. Diplomatic considerations play a key role whenever the question arises of the responsibility of member States for the acts of an international organization.
