The concept of citizenship in the Western world goes back to the Greek city-states and was expanded in the times of the Roman Empire to include the territories conquered by Rome. In both instances, citizenship was seen as a relationship of the individual to the state and included rights and duties. States provided documents for travelers and internal identification, but the formal institution of a passport was used only at the beginning of the twentieth century. The passport safeguards citizens when they are in foreign countries.
