Patricia Pengilley was born in an Anglo-Indian family in the Nilgiri Mountains of South India in British-occupied India. She migrated to Australia with her family as a young adult in 1947, the year of India’s independence. She worked as a teacher of deaf people and was the founder-director of HEAR (Hearing Education and Aural Rehabilitation) Service of the Victorian Deaf Society. She was granted a Churchill Fellowship to survey the rehabilitation techniques overseas, and she produced a text on aural rehabilitation, titled By Word of Mouth: A Rehabilitation Course in Better Hearing, Lip Reading, and Speech Conversation, Australian Triple Approach (1968), which has been republished many times. She won the inaugural Community Educator of the Year award in 1986.
