Shankar Marath Menon was born in an orthodox Nayar family in Kerala, India. His native region formed his early awareness of the significance of local history. He earned his BA in English from Christian College, Madras, and moved to Great Britain on a scholarship to pursue a diploma at King’s College, London, but he did not complete his studies. He married Nancy, who was of Irish descent, and raised two sons with her. He joined the Indian Civil Service in London and lived in the affluent London suburb of Teddington.
