The Family Education Promotion Law in China: Institutionalizing Family Responsibility for Child Development

This chapter focuses on the Family Education Promotion Law of the People’s Republic of China, systematically sorting out the law’s legislative background, core content and practical value. Regarding the legislative background, it starts with the historical tradition of China’s “family precept culture” to reveal the law’s inheritance and development of fine traditional culture. In terms of core content, based on the legal provisions, it explains the five core sections—General Provisions, Family Responsibilities, State Support, Social Coordination, and Legal Liabilities—in sequence, clearly presenting the law’s overall framework and key norms. Through the institutional design of “family fulfillment of duties, state support, and social coordination”, the law builds a comprehensive family education guarantee system, elevating family education from a traditional “family affair” to a “state affair” with public attributes. It provides a robust legal guarantee for the healthy growth and holistic development of minors—encompassing their moral, intellectual, physical, aesthetic, and labor education. The establishment of a child discipline security system that integrates society, state, and family has laid a solid legal foundation for the healthy growth of children.
