Assessment of Urban Flood Emergency Response Capacity Using Multiple Quantitative Indicators

Under the impact of climate change, global and local extreme climate events occurred frequently and extensively, causing severe disaster losses. As one of the current devastating natural disasters, urban flooding has hindered the rapid development of cities and posed a serious threat to people’s lives and property. This paper adopts a quantitative indicator system and constructs an urban flood disaster emergency capacity assessment indicator system. The system includes 3 first-level indicators, including pre-disaster early warning and defense capacity, during-disaster emergency rescue capacity, and post-disaster recovery and support capacity, and 13 s-level indicators. Taking Shaanxi Province as the research area, based on the constructed quantitative indicator system, the Grey Correlation Analysis (GRA) method was used to develop a model to identify the key influencing factors of urban flood emergency response capacity, and these factors were subsequently analyzed. The results show that the key influencing factors include six aspects: rainfall station density, the number of emergency team members per 10,000 people, and urban road network density, and three others. The results can provide a reference for assessing urban flood emergency response capacity assessment, and the identified key influencing factors can also offer guidance for enhancing urban flood emergency response capacity.
