Global Health Governance

The growing complexity of transboundary health threats in Asia has underscored the importance of strengthening global health governance through a One Health approach. This chapter explores how the International Health Regulations (IHRs), health financing mechanisms, global health partnerships, and diplomacy contribute to the management of interconnected human, animal, and environmental health challenges. The COVID-19 pandemic exposed substantial gaps in IHR implementation across Asian countries, highlighting the need for regulatory reform, stronger coordination, and enhanced regional collaboration. Persistent challenges in health financing are also discussed, alongside innovative approaches to achieving Universal Health Coverage (UHC), including health impact bonds, domestic resource mobilization, and political commitments. In addition, the role of Global Health Diplomacy (GHD) and regional initiatives such as the World Health Assembly and China’s Health Silk Road is explored in strengthening responsive and resilient governance systems. Integrating global health instruments with the One Health framework is ultimately presented as essential for improving health security, governance capacity, and long-term sustainability across Asia.
