Human Capital and National Competitiveness

This chapter presents analyses on Shenzhen human capital, technical talent, and city-government led talent initiative. Based on interviews with chief scientists at major technology companies in Shenzhen, Chinese millennials who are entrepreneurs and investors in China, university professors and academics, this chapter enriches the literature on international migration: Chinese who migrate to or out of China in the era of geopolitical change and uncertainties. This chapter adds to the global conversation when many Southeast Asian countries as well as India are heavily recruiting their overseas diaspora or brain circulations to develop local AI capacity.
